Description
This Article argues that the Commission should promulgate a few clear rules to implement the public service obligations imposed by Congress on television broadcasters. Such an approach would ensure that the public obtains something of value in exchange for granting broadcasters the exclusive use of a portion of the broadcast spectrum.
